Anyone can write a PASS plan but it is a work incentive for people on SSI. Often people write a PASS plan to make themselves eligible for SSI if they are eligible in evey way other than having to many resources. They then write their plan to place those resources into the PASS to make themselves eligible for SSI and the PASS.
