Methodology

Subjects

An Introduction letter and the Employment Barriers Survey #2 was mailed to 189 individuals who were identified by the Alaska Division of Health Care Services (DHCS) as participants of the Working Disabled Medicaid Buy-In program, as of April 2004. A total of nine survey packets were returned due to bad addresses. Fifty-nine completed surveys were returned, yielding a response rate of 33%.

Survey Instrument

A survey instrument developed by the Oregon Health Policy Institute was modified to produce “The Employment Barriers Survey #2” used for this study. The modified survey contained 57 questions; 52 of which were closed-ended and 5 were open-ended (Appendix A).

Procedures

DHCS developed the mailing list at their Juneau office and emailed it to their office in Anchorage. CHD prepared both the Introduction letter (Appendix B) mailing and the survey packets which included a letter of transmission (Appendix C), the survey questionnaire, and a postage-paid return envelope. Packets were delivered to DHCS where mailing labels were affixed. The Introduction letter was mailed to all participants February 2004 and the survey packet was mailed in April 2004. Respondents mailed their completed surveys to CHD. To increase the response rate a second survey packet was mailed in June 2004.

Analysis

The data were entered into an SPSS database. Frequency distributions and correlations were completed.
